It's hard to see the horse.

The frog's rear end is the horse's nose. They share the same eye--but the frog and horse are facing in opposite directions. Or, that's how I see it, anyway.

Ohio Mom

I see it a different way -- the horse head is shaped like an arrow pointing right. The reflection in the water is its mane; the frog's legs are its ears; the dark spot on the frog's side, between its legs, is the horse's eye; the frog's eye is the horse's nostril. The frog and horse do share the same mouth, though. I agree, this was a hard one.

Scorpio

Concentrate on the frog eye as the snout and its back legs as ears of the horse.

I know the horse is in there somewhere, I just can't make it out.

It`s actually a very nice pony. Rotate the image 90 degrees CCW to look at the horse in it`s more normal view.
I also see the other horse looking the opposite way than the frog.

Wow. I stand corrected.
